How to setup two rtl sdr USB on one laptop?

I would like to have the raw IQ samples with the following format:

I1,Q1,I 2,Q2, I1,Q1,...,...

I1 Q1 is USB1 data and I2 Q2 from USB2.

Each dongle has its own clock and they will never be perfectly
synchronised, so if you combine the samples like this, sooner or later
one of the dongles will be lagging behind and you'll have to devise
some way of dropping samples.
